Controlling a Specifically named layer settings in multiple documents

I am trying to find a way to automate the changing of a PDF Layer specifically called "Template" so when I run the wizard/script it sets the PDF Layer Properties for "Template" as follows:

 

Default state: Off

Initial State

     Visibility: Never Visable

     Print: Never Prints

     Export: Never Exports

 

I have to do this on multiple documents so I'm hoping there is a way to automate the change in settings instead of changing them manually on each one. I still learning and was unable to find a way to get the Action Wizard to do it. Can anyone point me in the right direction?

The Visibility, Print, and Export parameters cannot be set with JavaScript. This can only be automated with a plug-in.
