Error 213:19

I have tried to download the available patch, didn't work, I have spoken to support who said to uninstall and reinstall, tried to uninstall and got Error 1719.Windows Installer service could not be accessed. Contact your support personnel to verify that it is properly registered and enabled.

Support do not know what to do and sent me here, any help would be appreciated
