I have a PDF that does not have all of the pages numbered. Is it possible to extract pages that don't have page numbers?

If you're looking for an automatic way of doing it it might be possible, but it will require the development of a custom-made script.

Yes you can extract the pages that don't have page number. Have a look on the attachment screenshot
1. See the header and footer there's no page number on it.
2. Go to Tools and choose Organize Pages
3. In the Organize Pages it will show you the pages in orderly. This orderly number will be extracted as your page number.
4. Select all the pages and check the box "Extract pages as separate files" or Delete pages after extracting, up to desirable
5. By clicking on "Extract" button it will ask you to choose your desire folder, You can click on Make New Folder if you want to
6. After extracting the file check your folder, Its extract the shown pages orderly (sl no.3)
If you have confuse on it and want to add pages number than you can do adding header or footer as your pages number. To do this go to "Tools" and choose "Edit PDF" and click on "Header & Footer" from the drop down menu choose "Add" from the "Add Header and Footer" dialog box click on "Insert Page Number"
