Getting an error 16 when trying to open a document in Acrobat DC

Getting an error 16 when trying to open a document when logged in as one user.  Other users and the administrator do not get the error and can open the same document

Removed the user profile and recreated no change

I have done the program repair  no change

Have tried to run as administrator and no change

User is an Administrator on the PC

followed instructions to change permissions and still no change

reinstalled and no change  others can open document and the one user can not.

Suspect it is a registry setting but not sure which one and do not just want to start trying things

What am I doing wrong. I click the link and click still need help and it brings me to the forums page. I can do nothing I can get no answers I need help and I just get a web page maze and endless loops.
