Having trouble saving my fillable designs

Hi! I have Adobe DC. I am trying to make editable invitations, so that my customers can just fill in the info and print. The problem is that my designs save fine with the fillable info as a PDF, but if you try to save as a JPEG, the fillable text does not save. That are comes up blank.Does anyone know why? Also when I open my designs in Photoshop as a PDF the fillable text will also be gone.

Are you using form fields or comments to add the text to the file?

Flatten the form fields before saving as JPEG.
