How can i download acrobat dc extra plugins?

Like Create booklet, n up pages etc..

Such plug-ins are not provided by Adobe itself and are thus not downloadable from Adobe. They are typically extra cost products produced by third parties. You would need to visit the websites of such product developers for more information about their offerings and prices.

Those features you describe sound like a part of Acrobat, not something that is added using plugins, though... In the Print dialog you can select to create a booklet or to do n-Up printing.

Unfortunately those print features don't yield a new PDF file and they are very limited in functionality and quality. They are designed primarily for Q&D (quick and dirty) n-up printing and booklet printing, but with many limitations.
