How can I maintain links in a PDF if I edit the underlying graphics?

I created a genealogy tree PDF and have links to Wills, etc, for certain boxes.  When I edit the graphic in Photo Elements and save as a PDF I then have to reinsert the links, which is a pain.  Is there a way I can edit the underlying graphic and not have to re-add the links?

Say you have to change something on PDF page 3. You do that back in the authoring application (i.e., Photoshop Elements). You make a fresh PDF of this. A "newPage3.pdf" if you will.

Open the existing PDF with Acrobat Pro and use the replace page feature to replace old page 3 with new page 3. All the annotations (PDF Links are "annotations") are going to still be present as they "float" over the PDF page content.

You may have to use the Link tool to nudge the Link annotations back into the desired
