How do I produce a PDF that is 24"x18"

I created a new size called sign, I keep changing all of the settings.  The document size in quark is 24x18, when I try to produce the PDF it says device 18 wide.  I can't figure out how to change that.  It's already set to landscape.  I'm so confused.  I must be missing something, can anyone help?

You need to set both the application's settings for the page size you want and the printer you are trying to print to to the same size output. This may mean you need to add a custom size to your printer.
