It's not a built-on feature of Acrobat. But you can do a workaround by copying an pasting larger type from a text box. I do a writeup about that here: Document Geek: How to Change the Text Size in Measurement Tool In Acrobat DC

This is basic functionality that should not need a work around.  Not sure why adobe finds it so difficult to add the most fundamental features to their package.  It would seem that the developers do not actually use the product otherwise they would immediately run into such basic nuisances.  If and Adobe developer reads this, can you please fix this...i dont see why this should take a plea from your customers given the price that we pay for the software.

I don't see this documented anywhere for Acrobat, so it could disappear any at time, but you can increment and decrement the point size of selected comment text, including dimensions, with the InDesign keyboard shortcuts:

Shift + Ctrl + >

and

Shift + Ctrl + <

 Your first tap will shrink it to a minimum, but you can then increase in it 10pt steps. I haven't investigated where that default comes from.

This is on on Windows 10 64-bit, with up to date ‘Continuous Release’ Adobe Acrobat Pro – hopefully other platforms are similar.
