How to create image & text editable pdfs?

Using acrobat DC, how do I create an image and text editable pdf that can be customized by earlier acrobat pro users? I'm trying to build a graphic template system that can easily be changed by inexperienced designers - swapping out images and text.

PDF files are not suited for this kind of extended editing. Use a different

file format and convert it to PDF when done.
