How to make the size of all pages of an interactive form equal in Adobe Acrobat Pro DC?

If I print it to PDF the pages are of equal size, however they lose the interactive fields.

Yes, that's expected. Printing a file to the PDF printer "flattens" it and will remove all interactive features, as well as other meta-information, such as bookmarks, comments, links, etc.

The correct way of doing it is to scale the page, using a plugin or a script, like this one I've developed and which you can purchase from here: Custom-made Adobe Scripts: Acrobat -- Scale PDF Pages
