How to open PDF without editing function?

I want to copy some of the content of a doc. but I can't highlight it.

Please make sure that the document is not secured.

Open required PDF, go to File menu> Properties > Security and check if "Content copying" is allowed.

Also let us know the dot version of Adobe application and OS you are using.

Have checked the document and there are no restrictions.  Copying is allowed.

My version is Adobe Acrobat Pro XI.

Is the document a result of a scan?

ar.....it may be.  I just noticed that there are 2 documents.  One of them can be highlighted.  The one which can't be highlighted might be a scanned one.  Thanks for your info..!
