I'm using Acrobat XI

I created a PDF application and want to require users to HAVE TO complete certain fields otherwise they either can't save the pdf or will be prevented from filling out any other fields.

You can't prevent someone from saving a file.

You can, however, set all of the other fields as read-only until they filled a specific field. This will require a lot of code applied to each of your fields, and is not really worth it, in my opinion.
