Hi,
I need to work with document level javascript form which was created by acrobat dc professional. But I'm currently using acrobat standard 2017 which document level javascript is not available. Is it possible to retrieve document level javascript in acrobat standard 2017? Thank you!

This is not possible with Standard. You can create doc level scripts with a folder level script, but you cannot retrieve them.

No, only in Acrobat Pro. You should upgrade.
