I have two PDF of the same doc with two separate signatures, is there a way I can merge the signatures on one PDF?

I would like to have both signatures on the same page - the cover page has two places for signatures. We received one file first with the top (first) signature, later we received the 2nd file with the bottom (2nd) signature. Is there a way to have both signatures on one page vs. inserting the 2nd cover page to the file?
