I keep getting an error code: 16

I keep getting an error code: 16 whenever I open Adobe XI (latest updates installed) on Windows 10 Pro.  What can I do to resolve this issue and be able to use the software?

I'm still having the same issue, plus I am running Windows 10 Pro and the article doesn't have any steps for it (only up to Win 8).
