I receive a document and save it to my desktop. I cannot open the sign and fill and/or signature tool bar. If I scan and save the same doc, the signable tool bar is there when I reopen the doc. How do I get the original cleaner doc to open with a fill

I create a document and save it to my desktop.  I cannot open the sign and fill and/or signature tool bar.  If I scan and save the same doc, the signable tool bar is there when I reopen the doc.  How do I get the original cleaner doc to open with a fill and sign tool bar?

Does the original have any security restrictions? There are a number of other possibilities that will preclude the e-signature tools you want from being available, but it can get very confusing because different versions of Acrobat/Reader have different tools available and behave differently.
