If I clear all meta data out of a PDF, and then re-OCR the PDF, does the meta data that is now associated with this document relate only to the most recent OCR data, or does it somehow recall the meta data that had been previously cleared?

PDF meta data and OCR output are not "connected". Two different things.

You can use a feature of the Pro release to remove existing OCR output but again OCR and meta data (dictionaries / streams) are not the same.
