I have multiple licenses for Pro XI and I'm switching a user to new computer. I uninstalled XI from old pc and have been trying to install on new pc and it keeps rolling back and not installing.

I would request you to refer the following link once and perform the mentioned troubleshooting steps.
Acrobat X and XI installation rollback | Windows 64 bit
Or Follow the below mentioned steps :
Step 1 Download and run Acrobat cleaner tool http://labs.adobe.com/downloads/acrobatcleaner.html
Reboot
Step 2 Download and run the registry entry
http://helpx.adobe.com/acrobat/kb/acrobat-x-xi-installation-rollback.html
Reboot
Step 3 install Acrobat
