I have completed 15-20 interactive forms for use by the members of the Georgia Retired Educators Association. Now I find that some who have recently downloaded Windows 10 are have problems using the forms. I created the forms using Windows 7 and Adobe Pro 11. Can you tell me what I need to do?
Don't open the file in the browser window. Save it locally and then launch Adobe Reader and open the file there.

Some WIndows 10 users may have their default PDF viewer set to Microsoft Edge, the new browser. Your users will need to install and use Adobe Reader to work with your form, so you should provide instructions on how they can do this.

Is this in reply to my suggestion? If so, I agree. You should ask Microsoft to fix their buggy PDF plugin so that the users will be able to do so...

So, go to the web site, save the form to my computer, then use the interactive form there. I am not a tech, so I need step by step instructions. If you can do that for me, I would appreciate it. If the user launches Adobe Reader, can he fill in the blanks I created?

Yes, that's pretty much it.
And yes, if they use Reader (version XI or higher) they will be able to fill in and save the file without problems.

They will be able to open the form, fill it in, and save it if they use Adobe Reader to work with the form. Your instructions can include how to download and install Reader and how to use it to open the form and save it. I won't write them for you and doing it yourself after downloading, installing, and using Reader should be helpful when dealing with your users.
