Is there any way to batch encrypt PDFs from a command line or api call?

I want to drop multiple PDFs into a folder and have Acrobat apply passwords to them per certain requirements, and encrypt them in batches.It seems that this cannot be done, unless Adode has an poorly documented features or APIs I may have missed.

Does anyone know? It would be *wonderful* if there was a way to reach a human at Adobe, but apparently they don't exist any more.

Hello Bernd, and thanks for your reply. I may have misread, but it was my understanding that you could not pass passwords into the API calls to the action wizard. Is that the case?
