I don’t understand what this means.

What part of the UI did you want to modify? When did you want to modify it? What about Form Editing is special?

Sorry for confusion...

I mean Adobe Acrobat 11....

Form editing environment does not allow user to do any other modifications to the document except those related to form editing although the document does not have any security permissions, the form editing happens in a "safe" environment. This is what I would like to achieve - to limit available feature list of Acrobat to those I want to have there.

For Acrobat DC...

Is encrypting the document with specific permission the only way how do disable editing features on the document?

Ah…

The best way to do this is NOT with a custom plugin, but instead using the Enterprise Admin functionality. HUGE amount of documentation available online.

How about custom security handler? Can I rely on Acrobat that every tool/feature will respect permissions set by my security handler?
