.net read and write PDF's

I'm trying to find a solution for writing and reading PDF files.  Specifically I would like to have:

1.  An SDK (e.g. assemblies or native DLL's) to write PDF files that does not require Adobe Products to be installed

2.  An SDK (e.g. assemblies or native DLL's) that can read/write PDF's (e.g. write text, write shapes, write tables, meta-data)

3.  An  SDK (e.g. assemblies or native DLL's) that can be distributed with my application

4.  An SDK supported for the Microsoft .net framework.

I figured I'd ask the question and someone would probably know.

From what I gather, the free SDK would allow us to interact with Adobe products via IPC.  So I dont know if that allows for requirement 1.  If there is a version of an SDK that would allow 1 and 3, I'd love to know about it.  My guess is that what I need would cost money?  If so does anyone know how much or where I can find more information.
