PDF file won't show the whole thing (1800mm by 1200mm dimensions)

Hello,

I am doing an advert that has to be converted into an adshel.(Bus shelter advert) This is for a college project. What I did was I change the dimensions of the file in Illustrator to 1800mm by 1200mm, and saved it as a PDF. But when I opened the PDF, file is too big as it only shows half of the file.

I just want to how to fix this, because I cannot change the measurements themselves. How do i fit it all to show in the PDF while still retaining the adshel dimensions?

Would like to inform you that you may try these steps :-

After opening the document then File> properties > Initial view > under the drop down in magnification select the option .

It doesn't show any option for initial view.

I am using Illustrator, can I change it somehow in that?
