PDF fillable form with photos

What is the best way for someone to add photos in a fillable PDF file? In the prepare form section we can add fillable text files, drop down list, and check boxes options. However, there is no options that I see for someone to add pictures. There seems there has to be a way to accomplish the with the Adobe Pro DC version. Any suggestions?

It can be done using a button field, but if the users have Reader they will only be able to select PDF files as the image files, and only if they have Reader XI or higher.
