Assuming that this is a question, there are many open points which are not clear:
What platform (operating system), and PDF viewer does your customer have?
Have you added any security to the form?
Have you really made the form fillable?

What product and version are you creating the forms in?
What is your OS?
What product and version is your customer using to fill-in the forms?
What is the customer's Operating System?
Prior to Reader version XI, users of Reader needed a special variation of the PDF form to be able to save the completed form. Reader version XI allowed users with Reader to save forms.
Non Adobe PDF reader products may or may not work with PDF forms. Macintosh and iOS Preview corrupts forms. Especially how form field data is displayed, it only shows while focus is on the form field.
Mobile devices have limited form support if any so the design of the form may cause problems even with Acrobat Mobile Reader. It does not support "XML" or LiveCycle forms. It does not support document level scripts.
