PDF version 1.5

I need to always produce V1.5 or higher, I currently use Word which produces 1.4 if I then open it with Acrobat reader (latest version) and save as it saves it as version 1.3 ...I am going backwards !! ...... how do I create PDF's in version 1.5 from word (I am running word 2016) or how do I convert any pdf I have to version 1.5

‌Why do you need this? The requirement d make sense at first sight as old versions of PDF are always valid and usable by all newer software. Acrobat now works to make the lowest version possible Fir what is in the file.

The reason it needs to be 1.5 or higher is that our product that we have developed ....  Bsecure.email  /  safe.email  is an email package that allows people to send email with attachments that have certain protection levels and one is VIEW ONLY   for this to work we need the attachments to be 1.5 or higher. I am trying to find a solution for our customers i.e. direct them how to do this or find software that does this

In what way does PDF 1.5 affect view only? It is just a number in one line, not a different kind of PDF.
