How can I combine more pages in one PDF?

IS it possible on iPad?

When in your pdf you want to add more pages - supposedly another pdf file - in VIEW - at top of page, go to TOOLS - then to Organize Pages - open - this you can insert another file or pages where ever you want - don't forget to resave it then.

It means I can not do it on iPad.
