Redaction tools in Acrobat 9 Professional

I had a computer fail and reloaded Adobe Acrobat 9 Professional from the Adobe website.  Went through all the licensing and installation to completion. My issue is that I cannot find the redaction tools on any of the drop downs.  Double checked that the version is actually Adobe Acrobat 9 Professional in the About section, which it is.  So, why does the redaction tools not show up anywhere in the software???
