Rich Media Button Question

Is there a way in acrobat to create a button so that users may automatically add a Rich Media Button to their PDFs? I've heard of using the Action Wizard, but I can't seem to do what I want. The repetitive task that people keep doing is:

 

1. Adding a Rich Media Button to the bottom of a page

2. Labeling it as Table of Contents and then changing other defaults for it to be black outline, clear fill, and changing the default font. 

3. Having the button action be page view and then the first page. 

4. Duplicating this button across every page.
