Scanning and organizing sheet music

This is a project I'm working on for a friend, and there are two major components to this project that I could use help with. I have an ipad and a Windows 10 desktop. 

The project is that she plays the accordion and is tired of constantly turning the pages of her sheet music with her hands, thus pausing the flow of her music. She wants to control the turning of the pages via a Bluetooth pedal, and set up a Windows tablet on a stand. She would also like to search for certain songs instantly.

Next she would like to make her own "Playlist" so to speak of songs. So for instance a scenario could see her playing "Moon River" from the "All Time Favorites book" and then seamlessly flow right into a song from another book completely, essentially creating a playlist on the fly without searching for the song (setting it up prior). I have absolutely no clue as to how to set up that.

So far I have successfully scanned one test book into my IPad with Scanner Pro -scanning the pages seems easy enough- (I do NOT have Adobe Acrobat as I want to make sure I purchase the right software, and that this can be accomplished).

Would somebody be able to give me a walkthrough of sorts on how to accomplish this and what Adobe software I need to purchase. Any help is greatly appreciated. I think that the making a playlist of songs on the fly is going to be the really difficult part.
