Wanting to alter PDF scrolling to give a better presentation experience to the viewer.
Desire is for the PDF to snap to the top of the page edge when user stops scrolling. Something like when mouse-up leaves page ~8% from the top of the viewable window it gently snaps into position aligned to the top of the page.
Is this doable or is all scroll behavior controlled by native PDF view options?

Go to View - Page Display, and tick off "Enable Scrolling".
