Submitting PDF Form to one location to be approved then once approved,sent to another location

I am creating a form from an excel file (Using Adobe Acrobat Standard DC)- The form will be used for new hires to sumbit an order form for technology they need for their workspace- then once the form is submitted, it will be sent to their manager for approval, and after it is approved, sent to higher management to be ordered.

I have submitted the form to its first location to be approved, but then after that form is approved- how do I direct the forms that have been approved to the next location to be ordered?

Can this be done using the Tracker feature? I know there is the distribute option, then saved to response file- would there be a way to make an approved file? then the approved file could be sent to the final destination of the form so it can be ordered.

Also- whenever I submit the form,(I have it sending to myself for now, for testing purposes) It goes to my outbox mail then I have to manually send the form to who the recipients would be. How to I set the form to be sent automatically?
