Text box text properties toolbar

Recently, I had to change the color of the text in a text box in Adobe Acrobat Pro and it took me forever to figure out how to bring up the text toolbar.  It seemed like it should have been straight forward and easy to find.  Almost 30 min later, I finally researched online and found out that you need to use Ctrl + E to bring up that particular tool bar. No where in the file commands/toolbar did I see an option for Ctrl + E. Is there anyway that I can open that toolbar permanently like the other toolbars on the top of the page?

Yeah, it is a bit obscure... And no, you can't dock it or make it always appear by default.
