Using Acrobat SDK for an embedded tablet application

I want to develop an application with the ability to display and edit a PDF file on a tablet. For the application I should be able to do the following in the PDF viewer:

Open two pages next to eachother;
Customize UI, with custom buttons;
Being able to draw/highlight within the PDF.

Would the Acrobat SDK be suitable to use within this application?

You might want to look at the Adobe Reader Mobile SDK available from Datalogics.
