What can I do to secure a PDF from editing (without using a password)?

You don't. Some things, including setting security and signing, can be difficult or impossible to reverse, especially if you ever forget a password or lose a certificate. So you keep the ORIGINAL unprotected file for your future needs, and make a SECOND secure file for sharing. Be systematic about naming and keeping these or it can all go pear shaped.
