When I attempt to print a Legal sized document, I have "Actual Size" selected by default. The document shows "Document: 8.5 x 14.0in" above the small preview, but the top and bottom are cut off by pink lines. Just above the small preview it shows "8.5 x 11" (just below the "Document: 8.5 x 14.0in". If I check the box to "Choose paper source by PDF page size" I have no problems printing, but the check box will stay checked for all documents. I would like the "Actual Size" selection to work properly.

Each printer has a paper size associated with it. Your printer has letter size paper set. Change it to use legal, you can make this the system default for all apps (but not change it per app).
"Actual size" does not alter printer setup unless the other option is selected.

So "Actual Size" must have "Choose paper source by PDF page size" checked to be actual size?

Well, actual size is a reference to scaling ONLY. So if you want it actual size AND on the right size paper you EITHER need Choose Paper source by PDF page size OR you go into printer setup to choose legal.
