With Adobe Pro DC I am able to attach a JPG to my Digital ID when creating a custom appearance. On a machine with Adobe Reader DC, i only have the option to attach a PDF, not a jpg.

What I mean by dont have the ability is that when I click to browse for a picture, the one and only file type/format in the Windows Explorer popup is PDF.

What am I missing - is the ability to create a custom appearance for a digital ID a Pro featy

This is correct. Acrobat Reader can only use PDF files.

Excellent, while a little bit of a bummer, this is very helpful... I suppose a little more documentation on converting a JPG to a PDF couldnt hurt

Right, I'm thinking of instructing people to either scan to PDF and crop or suggest a way to do this natively in some sort of windows product or feature.,

Some scanners scan to PDF, some don't. What Adobe want, of course, is to sell Acrobat.
