You have two choices.

1. Buy a new license or subscription (there isn't a discount). Create a NEW ADOBE ID (this is vital) and use it to install the copy for the second user.

2. Switch to volume licensing.

You'll need to contact Adobe directly for that. It's not going to be worth it for just two users, though...
