Background to pdf file of 16000 pages

I need to add a pdf page as background to another pdf file of 16000 pages.

The "Add Background" from acrobat pro is not an option because it is very slow.

I know that in postscript an image can be embedded once in the beginning and every next page has to point to this instead of putting the image on each page.

Is there something similar in pdf?

The background contents only need to appear once, they can be shared, but each page must be edited to reference the new graphics.

Can we do that with acrobat sdk in vba or in C?

I can do this with vba acrobat reference (Javascript library through IAC) with addWatermarkFromFile but I have to do it in  every page so the resulted file is huge.

A plug-in could use the PDFEdit layer which MIGHT be smart enough to store it once. Or the low level Cos layer. Detailed PDF internal knowledge needed. Neither has a simple “stamp with PDF” API.
