Disable saveAs menu option

is it possible to disable the saveAs menu option in PDF? Via JS or preferences?

It's possible to hide the menu item but it requires installing a script on the user's local machine, and they would still be able to access it via the toolbar icon (which can't be hidden) or by pressing Ctrl+S.
