Yes. Since you are in the JavaScript forum, I assume you mean programmatically though you can do it manually as well. You'd create the link and as the link action, your script would need to set the page number on the target document. Unfortunately, the target document would also need to have a script that runs every time the document is opened that sets it's disclosed property to true so that other documents can control it via scripts.
