Having a 3D content ( eg, a file with extension ".CAD" or ".iges" , How can i export my cad through C++ programming into 3D PDF

Not possible with Acrobat JavaScript.

You are asking a C++ question in the JavaSCript forum.

That said, the Acrobat C API cannot convert CAD source to U3D or PRC which is what is needed to create a 3D Annotation in the PDF. You'll need another tool to do the conversion. Try Tetra4D.
