I created the file "HideMenuBar.js" in the folder "c:\Program Files (x86)\Adobe\Acrobat DC\Acrobat\Javascripts\" with the line "app.toolbar = false;", launched Acrobat DC, but the menu was not hidden.

Works fine in Acrobat XI... Maybe it's (yet another) thing that not working correctly in the DC version.

Well, you need to make sure that JavaScript is enabled, and maybe also disable the Protected View (under Edit - Prefs. - Security (Enhanced).

Try ticking the "Enable menu items..." box in the second screenshot.
If that doesn't work I'd say it's either a bug or an undocumented change in the capabilities of the script.
