JavaScript for Button-- Please Help

How do you create a button action that makes the button follow the user as they scroll through the PDF and when clicked it takes them to a specific page?

For example, a button on the side of the document would follow the user as they scroll so that at any point they can click the button to return to the table of contents.

I believe there is some type of javascript involved, but I don't know what it would be. Does anyone know?

But then button will stay in one position and won't follow the user as they scroll down. I want something that floats or sticks in the margin but will scroll with the user.
