Cannot access Adobe PDF Services API (International) to subscribe

When trying to subscribe to the Adobe PDF Services API on the AWS Amazon marketplace, it says this is unavailable to our Geo (printscreen attached)... even though we have US,Canada, and European operations... How can we subscribe to this tool? 

I have tried subscribing both on

Same problem here. I've written a post asking for help - and noting Adobe Australia's Press Release (Jul 2021) saying the PDF APIs are available.
