Cannot see the save button after adding annotations

I'm trying to add a PDF viewer into my page which makes it possible to add comments to the file and save the changes in the original file. Everything works well but I've ran into the problem that I do not get a "Save" button after making changes to the file, only a "Download".

I've already set both enableAnottationsAPIs and includePDFAnnotations to true yet I still only get the "Download".

Please let me know if you need more info
