Embedding didn't work on iPhone

I embedded a PDF on a webpage. The expanded full-screen function works on iPad mini, iPad pro, mac, and android, but it does not open up fullscreen when it comes to iPhone. It's like trapped in an iframe, but we are not using iframe. Can anyone help?

I tried with iPhone X and iPhone 8 Plus.
