How can I merge two certified pdfs using Adobe services api and using .net

May be a dumb question - but what do you mean by 'certified'? As for merging in general, I assume you checked the reference:

I am not able to merge pdf having digital signatures how can I do that?

I believe that is by design - as a signed document changes if you edit it.
