Merge PDF power automate File Corrupted Error

I have this format for Power Automate.

Initialize variable containing HTML content
Save the HTML content as a file in OneDrive
Convert the HTML file to PDF using OneDrive, similar to the flow down below

Merge these PDFs into a single PDF using Adobe Services, similar to this.

I am encountering an issue with the merging step, receiving the following error: "The input file appears to be corrupted and cannot be processed."
